"General partner of SBV, Jacques F. Vallee, PhD., also serves as one of the General Partners of Euro-America-II. He was born in France, where he received a B.S. in mathematics at the Sorbonne and an M.S. in astrophysics at Lille University. Coming to the U.S. as a research associate at the University of Texas, he later received his Ph.D. in computer science from Northwestern University. His dissertation addressed the artificial intelligence field, specifically natural language interrogation of large databases."

As a specialist in information systems, Jacques Vallee developed new approaches to databases at Shell, RCA and Stanford University. As a principal investigator for the Defense Department’s Advanced Research Projects Agency (ARPA) and for the National Science Foundation, he directed the project to build the first conferencing system on Arpanet, the predecessor network to Internet. He is the author of many professional articles and of four books about high technology, namely Computer Message Systems, published by McGraw-Hill, The Network Revolution, published by Penguin, Electronic Meetings, published by Addison-Wesley and (in 2004) The Heart of the Internet, published by Hampton Roads. "

"A co-founder of Euro-America in 1987, Jacques Vallee helped raise the fund and represented the investors on the Boards of portfolio companies, notably SangStat Medical, a biotechnology firm based in Menlo Park, California and Nantes, France; Ubique, Inc., a company specialized in computer teleconferencing over the Internet; and HolonTech Corporation, a spin-off of NEC of Japan. Other investments that he initiated for both Euro-America funds include Com-21, P-Com, Isocor, Mobilian and Mercury Interactive. He has also served as Director of two companies based in Israel: Class Data Systems, an Internet software company, and Trivnet, Ltd., specialized in Internet micropayment software. Jacques Vallee is a board member of Easenergy, (a subsidiary of Electricité de France) and a member of the expert committee for the French Genopole early-stage investment fund, based in Evry. He also serves as a Trustee of the Institute for the Future in Palo Alto, California."
